Temporary Ebola measures: residence and travel-history conditions
IRCC’s 28 September extension notice states that immigration documents remain suspended through 27 November 2026 for people whose last country of residence at the time of application was the DRC, Uganda or South Sudan. Transport Canada Interim Order No. 3 separately bars affected foreign nationals from boarding after DRC travel unless they have been outside the DRC for 21 consecutive days. Recent Uganda or South Sudan travel is instead a 21-day quarantine condition unless exempt. PHAC and an underlying IRCC page retain the prior 28 September date; that discrepancy remains visible rather than silently resolved.
Scope: Destination-wide Canada conditions: a document-stage measure is keyed to last country of residence in the immigration application; separate conditions depend on recent travel history. Neither is a passport-only ban.

Still unresolved: PHAC and an underlying IRCC page still display the prior 28 September date while the IRCC extension notice, Travel Canada notice and Transport Canada Order No. 3 state the 27 November end. Individual residence, travel history, document type, transit and any written exemption require confirmation before travel.
Before arrival and documents
Valid recognized passport/travel document and the visa or eTA applicable below. Carry evidence of sufficient funds, purpose/accommodation, ties to home and intention to leave; invitation letter if invited. Border officers assess admissibility, health and identity. A medical exam may be requested. For minors, carry appropriate consent/custody/adoption documents. Declare customs and immigration information at arrival, using the kiosk/eGate or officer as appropriate; online Advance Declaration is optional. COVID-19 vaccination and testing are not required under the cited COVID rules, but these do NOT waive Ebola measures. Obtain eTA before flying and travel on the exact passport electronically linked to it; a printed eTA is not required.
Conditions and evidence
Air-arrival baseline for eTA classification. Visa-exempt citizens normally need no eTA at land/sea entry, except non-cruise boats from Saint-Pierre-et-Miquelon. Visa-required citizens need a visa for all modes unless a separately established exemption applies. No permanent residence, foreign visa, dual nationality or exceptional status is assumed. Immigration and public-health exemptions require separate assessment.
